Biography

Dr. Hart began his higher education career at Richard Bland College (RBC) of William & Mary in May 2008 when he was hired as the Coordinator of Financial Aid. Since then he has overseen several key areas of the College including strategic planning, academic and institutional effectiveness, program development and strategic enrollment management.

As a key leader, Dr. Hart oversaw the planning and implementation of the College’s Strategic Plan (RBC – 19) that redefined and focused the mission and vision of the college on three broad areas: (1) enrollment, (2) programs and delivery, and (3) operations and resources. RBC now focuses all operations and resources on delivering quality programs based on student needs and student demand in support of the strategic plan.

As project manager for the Exceptional Student Experience at Richard Bland College (ESE@RBC), Dr. Hart lead a team that successfully implemented a predictive analytical tool to identify which students are likely to drop out. Using business intelligence along with a case management approach, students are paired with a Learner Mentor that guides them from orientation to graduation as a single point of contact to positively impact student retention and graduation.

Prior to coming to RBC, Dr. Hart worked with small businesses and individuals in the Greater Richmond Area doing business and tax consulting. He holds an MBA from Averett University and a Ph.D. from Old Dominion University where his research focused on Entrepreneurial Practices in Higher Education.
