Rochelle Powell serves as a Senior Managing Director and Head of the Higher Education & Nonprofit Group in the Hilltop Securities New York City office. She brings over 25 years of experience as a public finance banker and is responsible for expanding the not-for-profit, health care, human service, and education financial advisory practice. Ms. Powell covers a select group of higher education clients and cultural institutions. Prior to joining Hilltop Securities, Ms. Powell was a Managing Director and Executive Committee member at Prager & Co. LLC.

Before Prager, Ms. Powell served as Senior Vice President in the Public Finance Department at Greenwich Partners, a northeast regional investment banking firm. Her responsibilities included originating and managing bond financings in the primary market, growing the not-for-profit underwriting business, and covering state and local authorities in New Jersey, New York, and Connecticut.

Ms. Powell received her master’s degree in public administration from New York University. She is a FINRA Registered Representative, Registered Principal, and Registered Municipal Advisor.
