Penny Vigneau is the Senior Business Manager for the Finance and Administration Division at Oakland University in Rochester, Michigan.  She leads project management and strategic planning for the division and manages several existing P3 initiatives.  Additionally, Penny evaluates potential new P3  opportunities for economic development and revenue enhancement for the university.  

Penny joined Oakland University in 2023.  Prior to this, she was a healthcare executive for over 25 years, leading strategy and operations at several health systems for clinical service lines such as cardiovascular and neurosciences.  Penny conducted mergers and acquisitions, implemented new programs and undertook construction projects – all aimed at expanding access, improving quality and increasing market share.  

Penny holds a Master of Business Administration from the University of Chicago and a Master of Social Work from West Virginia University.
