Andrew P. Kelly, PhD is the president and CEO of Project Kitty Hawk, an edtech nonprofit that enables University of North Carolina System institutions to serve more working adults. Before joining Project Kitty Hawk, Andrew was the Executive Vice President for Strategy and Policy at the UNC System Office where he oversaw the implementation of the system’s strategic plan. Andrew has also served as a resident scholar in education policy studies and was the founding director of the Center on Higher Education Reform at the American Enterprise Institute, AEI. Andrew earned a bachelor’s degree in history from Dartmouth College, and he holds a master’s degree and PhD in political science from the University of California, Berkeley.
